Chairman Moore called the meeting to order at the Township building on September 21, 2021 at 6:00 pm.

Received Blaine Township 2020 Annual Audit and Financial Report from Mark Turney, CPA. Approval to approve the audit is tabled until the next meeting on October 19, 2021. This will give us time to look it over.
2020 Annual Audit and Financial Report was sent to PENNVEST and Governor’s Center for Local Government Services.
Blaine Township Liquid Fuels Tax Funds was approved by the Commonwealth of PA Department of Auditor General.
Washington County Hazard Mitigation Plan was completed and submitted.
Demo Permit issued to Eric and Bethany Bailey.
Completed and submitted FHWA 536 Form for 2020.
Received request for two lien letters and was mailed out to Commonwealth Abstract and Closing Services. The completed letters were mailed out.

Lois Miller, Secretary/Treasurer attended a virtual Training from PSATS on Tuesday, September 21, 2021 for “Developing Your Township Budget” with the Supervisors’ approval. The cost was $35.00.
Received an email regarding 2021 Volunteer Fire Relief Allocation Notification It will be direct deposited into our account and we have 60 days to send a check out to the Fire Department.
Motion to not refund the Pavilion Rental Deposit of $50.00 for September 19th. The concrete floor was stained and had to be power washed and tape was still on pavilion.

Solicitor Makel stated he did not think he was needed to attend the Tax Assessment Appeal Hearing for property in Blaine Township.
Old Business
The Resolution for Agriculture Security Act and the application for Cody and Sheena Keenan for Agriculture Security Act (ASA) was both recorded at Recorder of Deeds on Tuesday, August 30, 2021 and a copy given to Caroline Sinchar Planning Administrator for Washington County Planning Commission.
Solicitor Makel revised the HOP resolution for Dallas Energy and it was signed by Chairman Fred Moore and will be mailed out.
Road Report
Motion to approve the revised estimate for Ten Mile Paving for the Catch Basin on North Alley. This will be paid for by ARPA fund.
