Vicki Jordon, officer at Taylorstown American Legion, ask if the township could do a Malfunction Authorization Form for the property at 3293 Constitution Blvd, Claysville, PA. The house is for sale and the Legion believes the septic tank is leaking onto the Legion property with a possibility of the leech bed being on Legion property. The Supervisors agree that a Malfunction Authorization form should be sent into the Washington County Sewage Authority. It will fill be completed and sent in tomorrow.
Vicki Jordon asked if there was a Blaine Township Fence Ordinance stating how close to the property line can you construct a fence. The Taylorstown American Legion is installing a fence between the Legion and the Westfall property. Solicitor Megan Patrick stated that Blaine Township does not have a fence ordinance so it could be on the property line. It does not have set backs. Vicki stated that the Fencing Company is putting it 8 inches from the property line on the Legion property.
Vicki Jordon asked if it was possible to have a Kids Bike Ride that would include battery operated little cars from the Taylorstown American Legion to the park and back to the Legion. She would have the Fire Department help them with traffic. Supervisors told her that that it was state roads and the Legion would have to contact the State Police to discuss that.

We received a draft from Buffalo Township of the Mutual Aid Agreement with a revision.
The letter and draft is in your packet
Completed and email back a Right to Know request after Megan Patrick approved the request.
Emailed an invitation for the Washington County Association of Township Officials 2022 Washington County Convention to Supervisors. Invitation in packet. We must RSVP before September 2nd.
We also was sent an invitation for a Municipal-Legislative Luncheon on September 16, 2022 at 11 am to meet our PA Senator and Representatives. It will be at North Strabane Park.
We received an email from the Washington County Tax Revenue where each township will have to report to them building permits issued each month even if there were none that were issued. This was from a recent State legislator’s amendment of Title 53 of the Pennsylvania Consolidate Statutes. Email in packet. Blaine township has a permit portal is up to date on notifying the Tax Revenue office of the permits.
Suzanne Dorsey from the ADS Co-Op stated on our phone conversation that each township should contact Greer once we have our stone invoices and tell them the difference of the two. We can give them the choice of paying the difference of the two bids or we can go against their performance bond. Suzanne gave me Greer’s contact numbers. We have just received our last invoice so I will be in contact with them this week.
Ronnie Houston was saying that someone was smoking marijuana at the ballfield at one of the softball tournaments. The person said he had a medical card. Megan Patrick stated that if you cannot use it out in public. The state police were called but they said they could not do anything because they did not witness it. Megan suggested having signs stating No drug use on premise. Alcohol use prohibited unless you have an alcohol permit. We will order at least four signs.
Randy stated that the company that installed our surveillance cameras at the park said that there are working but need a new router. Supervisors both agreed that Randy should check what the cost of additional cameras in the park and ballfields would cost.
- Old Business
We have an estimate on the repair. The cement blocks in the salt shed building in back of the municipal building have cracks in them. Estimate is in your packet.
Randy will be contacting someone for an estimate on just the cement block repair.
- Correspondence
11. Road Report
Randy met with Ten Mile for an estimate on the road work on Main Street dead end for our application for Dirt and Gravel Grant. We have not received the estimate yet. Randy will call Ten Mile and ask if they can give us the estimate soon since we only have until the end of August to submit for the grant.
Ten Mile has started the culvert work on North Alley.
Randy ordered an additional 100 tons of Bulk salt from Washington County Joint Municipal Purchasing Program. We are not obligated to order it if it is not needed.
Road crew will be tar and chipping starting the week of August 15th.
Blaine Township will be tar and chipping our township roads on September 1, 2022 weather permitting.
