Edward Schmidt, the township insurance agent, attended the meeting and went over our Township’s policies and answered any questions. The township will update our equipment list.
Paid the down payment for AmTrust North America for Blaine Township Workers Comp. Would like to pay the remainder amount for the year next month instead of installments.

Washington County Sewage Council Operations Administrator, R.C. Cassidy attended the Blaine Township Supervisor meeting and introduced himself. He would like us to elect a delegate to the WCSC. He gave us a form to fill out and return to him.
Motion to elect Supervisor Robert Logsdon as a delegate to the Washington County Sewage Council for Blaine Township.

Received payment from Taylorstown Softball for ballfield lease and alcohol permit for 2022.
Contacted First Energy about 6 of our streetlights. We are on their service list. They will have to do a follow up visit since it was just not the bulbs or sensors. Called again on 4/18/2022 and she put in a work order stating that this was first reported on 2/23/2022.
Submitted the Treasury Reporting and Compliance Report for the American Rescue Funds on April 13, 2022.
Submitted Blaine Township’s Unconventional Gas Well Fund Usage Report, 2022 Census of Governments Survey, and a revised Municipal Directory Form to Washington County
They tore down the Iron Bridge on 3/24/22
Cheryl Cunningham would like to reserve the Taylorstown Pavilion for the Taylorstown Presbyterian Church on Sunday June 26th for a car show. Will ask for a certificate of insurance.
Motion to allow Taylorstown Presbyterian Church to have the township pavilion on June 26, 2022 at no charge.

Motion to have Ohio Valley Septic to supply a handicap porta john for the park with a price of $175 per 28 day cycle. They informed us that they would not have a handicap porta john till May 15th and was decided for them to supply a regular porta john as soon as possible and exchange it with a handicap porta john when it comes available

Randy Sochor has been a township employee for ten years. Should this entitle him to a third weeks paid vacation? Tabled for next meeting.
- Old Business
Resident dropped off a copy of the Washington County Sewage Authority permit that they obtained for their holding tank agreement.
- Correspondence
PennDot sent us a certified mail to inform us of their intent to submit an application for a water obstruction permit to the DEP
PSATS sent correspondence encouraging Townships to approve the America250PA Resolution. America 250PA was formed to celebrate the 250th birthday of the United States in 2026 and Pennsylvania’s leading role in commemorating this event.
Motion to adopt a Resolution of Blaine Township Washington County, supporting the Pennsylvania Commission for the United States Semiquincentennial.

Washington County Broadband Initiative for the Un/Underserved – Community Outreach is conducting an outreach program through a broadband survey to show “underserved” areas for Broadband service in the County. This survey ill help them in their push to get Broadband funding in Washington County. The online link to the survey is: https://arcg.is/1GTDGa
11. Road Report
Blaine Township will be street sweeping on the week of April 18, 2022
Ten Mile will tentatively start on our Storm Water Culvert project in April or May
Randy attended the ADS CO-OP meeting at the Claysville Borough on April, 7, 2022. Bid sheets included in your packet
Motion to sell the old street sweeper or scrap it since we have replaced it with a newer one and cannot get parts for the old one anymore.

Intersection of South Alley and 1st Street has a pond overflow and is tied into the main storm drain. The pipe is 12 foot deep. Discussion on who is responsible for cost. Solicitor’s Associate Megan Patrick will look into who is responsible whether the township or owner.
