BLAINE TOWNSHIP
MINUTES
January 5, 2026 following Organizational Meeting

1. Meeting called to order at 4:25p.m. by Temporary Chairman Fred Moore.
2. All present: Supervisors Randy Sochor, Fred Moore, and Frank Nemeth; Solicitor: Charlotte Karnes; Secretaries/Treasurers Eden Rogers and Janice Carroll.
3. Public Comment
   a. Paul Westfall- expressed concerns about snow response times.
4. Approval of Minutes for December 1, 2025. Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
5. Treasurer’s Report
   a. Review of Treasurer’s Report for December 2025. No questions or concerns.
   b. Approval of bills:
   i. General Fund for $10,541.59. Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
   c. PennVest loan to be paid off March 2026. No questions or concerns.
6. New Business
   a. Discuss/Approve Health, Vision, Dental Insurance for full-time employees. Motion made by Randy Sochor to approve MBS as Health Insurance Carrier for full-time employees only with option to opt out of insurance in lieu of $450/month. 2nd by Frank Nemeth. All in favor.
   b. Discuss/Approve cell phone for office use
   Board requested pricing and plan amounts for next meeting.
7. Old Business
   a. Discuss/Approve Solar Ordinance advertising and hearing date (tabled)
   i. Approve county’s comments on Solar Ordinance, including 1000 ft property setback. Motion made by Fred Moore. 2nd by Randy Sochor. All in favor.
   ii. Approval to advertise ordinance and hearing date for February 12th at 5p.m. Motion made by Fred Moore. 2nd by Randy Sochor. All in favor.
   b. Approve offering 1986 International to highest bidder on Municibid ($3,500), although reserve not met. Motion by Randy Sochor. 2nd by Fred Moore. All in favor.
   c. Approve use of CDBG 2026 Grant project for Walker Hill road repairs if approved by Washington County Redevelopment Authority. If not, approved for ADA accessible Municipal Building parking lot renovation. Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
8. Other Business
   a. Send certified letter to owner of property across from gazebo on Buffalo Creek Road (Frank Nemeth to provide owner information).
9. Road Report
   a. Snow and tree removal during storms.
10. Zoning Officer Report
    a. Potential garage construction (J. Stollar).
11. Solicitor’s Report
    a. Data Center Ordinance update-Approval to send Data Center Ordinance as is to Washington County Planning Commission for review and comments. Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
