BLAINE TOWNSHIP
Minutes – ORGANIZATIONAL MEETING
January 5, 2026 4:00p.m.

1. Meeting called to order at 5:00p.m. at the Blaine Township Municipal Building by temporary Chairman Fred Moore.
2. All present: Supervisors Randy Sochor, Frank Nemeth, and Fred Moore; Secretaries/Treasurers Eden Rogers and Janice Carroll; and Solicitor Charlotte Karnes.
3. Appoint of Chairman tabled. Fred Moore acts as temporary Chairman until next meeting. Motion by Frank Nemeth. 2nd by Fred Moore. All in favor.
4. Appoint Vice Chairman Randy Sochor. Motion by Frank Nemeth. 2nd by Fred Moore. All in favor.
5. Appoint Roadmaster Randy Sochor. Motion by Frank Nemeth. 2nd by Randy Sochor. Fred Moore opposed.
6. Appoint Road Boss Ronnie Houston. Motion by Randy Sochor. 2nd by Frank Nemeth. Fred Moore opposed.
7. Appoint Secretary/Treasurer Eden Rogers and set wages $20/hr up to 25 hours a week, if needed. Motion by Frank Nemeth. 2nd by Randy Sochor. All in favor.
8. Appoint Employees and set wages:
   a. Ronnie Houston: Full-time at $21/hr.
   Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
   b. Cody Linden: Full-time at $20/hr.
   Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
   c. Fred Moore Jr.: Part-time snow removal at $18/hr.
   Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
9. Set holidays/time off for employees as: New Year’s Day, Good Friday, Memorial Day, July 4th, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve, Christmas Day, with two floater days, three sick days, and three personal days.
10. Appoint Dennis Makel & Associates as Township Solicitor at $145/hr, $175/monthly meeting. Motion by Randy Sochor. 2nd by Fred Moore. All in favor.
11. Appoint Jamie Conrad, Angela Nemeth, and Amy Shriver as Zoning Board members. Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
12. Appoint Zoning Board Alternates – N/A (position currently vacant)
13. Appoint James Liekar as Zoning Solicitor. Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
14. Appoint Ron Anesta as Chairman of Vacancy Board. Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
15. Appoint vacancies on any boards – N/A
16. Appoint Joseph Joscsak as Emergency Management Coordinator & compensation rate as $2500 per year plus extra if incident occurs. Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
17. Appoint Washington County Sewage Council as Sewage Enforcement Officer. Motion by Frank Nemeth. 2nd by Randy Sochor. All in favor.
18. Appoint Mark Conrad as Code Enforcement Office. Motion by Randy Sochor. 2nd by Frank Nemeth. All in favor.
19. Certify delegates and voting delegates for PSATS Conference (April 19-22, 2026). Motion made by Randy Sochor to approve himself as delegate. 2nd by Frank Nemeth. All in favor.
20. Set Treasurer’s Bond Amount at $150,000.00. Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
21. Select Depositories – Currently First National Bank, Washington Financial (State Fund) and PLGIT (Investment account). Motion by Fred Moore to keep depositories. 2nd by Randy Sochor. All in favor.
22. Set payment of bills:
    a. Approve all utilities on auto pay. Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
    b. Approve bills to be paid weekly (or as needed). Motion by Fred Moore. 2nd by Randy Sochor. All in favor.
23. Set meetings to be located at the Blaine Township Municipal Building on the second Thursday of each month at 5:00p.m. Motion by Frank Nemeth. 2nd by Randy Sochor. All in favor.
