Minutes Reorganizational Meeting
January 8, 2025

1. Meeting called to order by Chairman Fred Moore at 4:01pm

2. All Supervisors in attendance: Fred Moore, randy Sochor, Robert Logsdon

3. Pledge of Allegiance

4.  Fred Moore appointed Chairman for 2025 by Randy Sochor, motion seconded by Robert Logsdon.  Fred Moore accepted.

5. Robert Logsdon appointed Randy Sochor for Vice Chairman, Fred Moore seconded motion.  Randy Sochor accepted.

6.  Appoint Secretary/Treasurer – Motion to Re-appoint the Secretary/Treasurer and Right to Know Officer, Jennifer Chumney, and set pay for 2025 at $18/hr. with no benefits and no paid holidays. (Mondays, 1pm – 5pm and Wednesdays 10am-2pm additional hours at home as needed up to a total of 20 hrs./wk. total) —Fred Moore motioned to accept and Randy Sochor seconded motion.  Jennifer Chumney accepted.

7.  Appoint Road Boss – Motion to Re-appoint the Road Boss as Fred Moore as a part time worker.   Randy Sochor motioned and Robert Logsdon seconded motion.  Fred Moore accepted.

7a. Decided to table discussion on hiring additional road crew.  Will be discussed at next meeting.     Randy Sochor motioned and Robert Logsdon seconded motion

8.  Employee as Road Worker – Motion to Re-appoint full time road worker, Ron Houston, holidays set the same as 2024, set pay and benefits for 2025 at $20 /hr., with 2 weeks (80 hrs.) of vacation, 3 sick days (24 hrs.), 5 personal days (80 hrs. including floating election days); $300 towards health insurance per month.   Fred Moore motioned and Randy Sochor seconded motion.  Ron Houston accepted the position.

9.  Tax Collection – Motion to re-appoint Keystone Collections for the collection and mailing of tax bills and delinquent taxes for all taxes: Real Estate Taxes, Earned Income Taxes, LST Taxes and Per Capita taxes. Is up for election.   Fred Moore motioned and Robert Logsdon seconded motion.

10.  Solicitor – Motion to re-appoint Solicitor Dennis Makel & Associates, and set fees as $130.00 per hour, $175.00 per meeting, and reimbursement for cost of copies, faxes, etc. .   Fred Moore motioned and Randy Sochor seconded motion.   Dennis Makel accepted

11.  Vacancy Board Chairman – Motion to re-appoint Ron Anestis.    Fred Moore motioned and Randy Sochor seconded motion. 

12.  Appoint Building Code Officer – Motion to re-appoint building code officer, Building Inspectors Underwriters.  Motion to table and look into McMillian Company by Fred Moore motioned and was seconded by Robert Logsdon.

13.  Appoint Zoning Officers – Motion to appoint 3 zoning board members – Jessica Dodson, Jamie Conrad and Amy Shriver. Fred Moore motioned and was seconded by Robert Logsdon.

13 a. Set Zoning meeting dates and time – Motion to set zoning meetings on the first Wednesday of each month (as needed) at 5:00 pm.  Fred Moore motioned and Randy Sochor seconded motion. 

14.  Appoint Depositories – Motion to re-appoint First National Bank (FNB) for General Fund, Impact Fee Fund, LSA-Gaming Fund, ARPA Fund, and Payroll Fund; and Washington Federal Savings Bank for State Fund (Liquid Fuels).    Fred Moore motioned and Robert Logsdon seconded motion. 

15.  Set Township meeting dates and time – Motion to set meeting days on the first Monday of each month at 5:00 pm.    Fred Moore motioned and Robert Logsdon seconded motion. 

16.  Payment of bills – Motion to approve ACH payments for regular monthly bills (West Penn Power, Knox Energy, Republic Services, PennVest, Verizon, Leaf (copier lease), KS Bank, etc.) and to pay other bills as needed to avoid being late.  Fred Moore motioned and Randy Sochor seconded motion. 

17.  Set Bond for Treasurer – Motion to approve bond for Secretary/Treasurer in the amount of $150,000.00 for 2025.   Fred Moore motioned and Randy Sochor seconded motion. 

18.  Mileage rate for 2025 – Motion to set the Township mileage rate reimbursement, as set by the IRS, to $.70 cents effective 1-1-25.   Fred Moore motioned and Randy Sochor seconded motion. 

19.  Snowplow Operator – Motion to approve Fred Moore , JR as an emergency snowplow operator at $18 per hour as needed.

20.  Appoint EMC Coordinator Appoint Gary Friend by  Robert Logsdon motion and Randy Sochor seconded motion.

21.  PSATS Conference – Appoint delegates and voting delegate for 2025 PSATS Conference, May 4-7, 2025, in Hershey, PA. Approve paying for costs and daily wages.  Randy Sochor and Jennifer Chumney to attend.  Fred Moore motioned and Robert Logsdon seconded motion. 

22. Zoning officer- Appointed Mark Conrad per contract.  Fred Moore motioned and Robert Logsdon seconded motion.  Mark Conrad accepted position.

23.   Adjournment – Motion to adjourn the Reorganizational meeting at 4:25 pm.
