Christian Church of Taylorstown has rental property on 30 Main Street. Randy Sochor was asked to look in the yard where there is a hole in the ground that has a pipe going through it. The pipe is damaged. The church thinks it was the township that put that pipe in and that the township should repair it. We have pictures.
Megan Patrick stated that if it is on private property that it is up to the owner to repair. It is not Blaine Township’s responsibility.
Gary Friend, coordinator of the Regional Emergency Mutual Aid, would like to discuss Blaine Township involvement. The townships involved would be Hopewell which includes West Middletown boro, Mount Pleasant, Blaine, Buffalo and Canton. We will contact him and put him on the agenda.
Stephanie from Penn Dot was here on February 1, 2023 and Actual Use Report of State Funds MS-965 was submitted.
2022 Survey of Financial Condition was submitted on February 1, 2023
2023 Municipal Tax Information Form was submitted on January 9, 2023
Blaine Township has met all requirements to receive Liquid Fuels Funds.
When I used the laptop for Liquid fuels report I noticed that the top left corner of the screen was cracked. Talked to Dave at PC Whip and according to the serial and model number the lap top is 7 years old. It would be $200.00 to repair it. The other option is to buy a replacement because the operating system will be obsolete in 3 years.

2022 Lien Returns & 2022 Recapitulation Sheets to the Washington County Tax Claim Bureau was hand delivered to the Tax Claim office on January 16, 2023.
PURTA report was submitted on 2/8/23.
Purchased a new printer from Staples.
Would like to get the carpet in the conference room and office professionally cleaned.
Andy’s Carpeting quoted $200 for both rooms.
Simpson Cleaning service $230 for both rooms.

Discussion on getting signs made up that would read “Reserved” to be put up the day the Park Pavilion is rented out. Will look into getting an enclosed bulletin board. A smaller version of our outside bulletin board in front of the township building.

Janis Hickerson, Bar Manager, from AmericanLegion Post 907 is requesting permission to have a joint Community Fourth of July event on Sunday, July 2, 2023. They have booked Darren Iam’s to perform the fireworks and are requesting the picnic and the fireworks to be held at Taylorstown Park. They are also asking for a donation.

Solicitor Dennis Makel stated we need to make the below motions for the hiring of a new Secretary/Treasurer.
Discussion and Motion to hire Janice Campbell Carroll on March 13, 2023 at $19.00 per hour with no benefits. Her hours will be Monday and Wednesday 1:00 pm – 5:00 pm with attending the Blaine Township Supervisors’ Meeting on the 3rd Tuesday of the month at 6:00 pm.

Signature for a 10 acre permit exemption worksheet for the Washington County Sewage Council.
Clean and Tidy your County Team stopped by with some literature. They will have a cleanup day on March 25, 2023 at the interstate exits if anyone would like to participate contact Fern SIbert at Fern.Sibert@gmail.com.
Hapchuck charged us $394.05 for pumping the 1000 gal sewage waste water on 1-30-23. Ohio Valley Septic gave us the price of $285.00 for pumping a 1000 gal tank.

Washington county Association of Township Officials Convention will be held on Thursday, October 12, 2023 at the Hilton Garden Inn, Canonsburg, PA.
Houston Security repaired the GFI outlet and wired a new ceiling light on 2-9-23.
Houston Security gave us three estimates in your packet.

Sent out a Right To Know letter with Megan Patrick approval
The Washington County Tax Department forward correspondence regarding property in which the township has an interest or a lien that has been sold by the Washington County Tax Claim Bureau and excess proceeds have been received over and above the minimum bid price. Megan Patrick will contact Washington County Tax Claim Bureau to see if there was additional money owed at check out

Dallas Energy is requesting the release of Road Bonds. Email sent out

Blaine Township makes a motion to participate with the Co-Op on a joint bid for road oil and stone. The bid should include 4,000 gallons of CRS-2 (E-3) road oil, 0 tons of # 67, 110 tons of #8, 65 tons of #57. The township agrees to pay a portion of the advertisement costs.
