BLAINE TOWNSHIP
MINUTES
December 1, 2025

1. Meeting called to order by Chairman Fred Moore at 5:00p.m. at the Blaine Township Municipal Building.
2. Roll Call—Supervisors: Fred Moore, Randy Sochor, and Fred Nemeth; Secretaries/Treasurers Janice Carroll and Eden Rogers and Solicitor Charlotte Karnes.
3. Pledge of Allegiance led by Chairman Fred Moore.
4. No Public Comments.
5. Executive Session was held on November 3, 2025, at 5:48 pm to discuss personnel.
6. Approval of Minutes for November 3, 2025—Motion made by Fred Moore to approve the minutes. Second by Randy Sochor. All in favor.
7. Treasurer’s Report
   a. Review of Treasurer’s Report for November 2025—Motion made by Fred Moore to accept Treasurer’s Report. Second by Randy Sochor. All in favor.
   b. Approval of bills:
   i. General Fund for $7,686.64—Motion made by Fred Moore to accept bills paid from the General Fund. Second by Randy Sochor. All in favor.
8. New Business
   a. Motion made by Randy Sochor to dismiss Fred Moore as an employee, effective 12/1/2025. Motion seconded by Frank Nemeth.
   b. Approve Resolution #3 of 2025 – Adopt 2026 Budget—Motion made by Fred Moore to approve Resolution #3 of 2025. Second by Randy Sochor. All in favor.
   c. Approve Resolution #4 of 2025 – Adopt Millage rate for 2026 (no changes)—Motion made by Fred Moore to approve Resolution #4 of 2025. Second by Frank Nemeth. All in favor.
   d. Motion made by Fred Moore to set Organizational Meeting time to 4:00p.m. on January 5th at the Blaine Township Municipality Building. Second by Randy Sochor. All in favor.
   e. Motion made by Randy Sochor to approve two days of time off for employee, Cody Linden, for the remainder of the year. Second by Frank Nemeth. All in favor.
9. Old Business
   a. Randy Sochor made a motion to advertise the Solor Ordinance and hearing date for January 5th, 2026, at the regular meeting. Second by Frank Nemeth. All in favor.
   b. Motion by Fred Moore to approve the Cable Franchise Agreement and Ordinance with Comcast. Second by Randy Sochor. All in favor.
   c. Discuss 2026 CDBG Grant Projects (tabled). Meeting will be set up to discuss the project.
   d. Discuss selling 1986 International (highest bidder on Municibid declined purchase – Reserve was not met, highest bidder declined to purchase). Motion made by Fred Moore to lower the reserve to $4500 and advertise on Municibid again. Second by Frank Nemeth. All in favor.
10. Other Business
    a. Received PennDOT notification for embankment repairs on SR331. Supervisors have no concerns.
    b. Notification received from Range Resources of a $3000 Enrichment Grant awarded to the township.
    c. Randy Sochor knows someone interested in the position of EMC Coordinator. Will follow up.
    d. Cell Phone Booster for office—Motion made by Frank Nemeth to approve up to $600 for purchase. Second by Randy Sochor. All in favor.
11. Road Report
    a. M&H Forestry was instructed to stay off Green Cove Road.
12. Zoning Officer Report—no comments.
13. Solicitor’s Report
    a. Data Center Ordinance —scheduled to be approved at February meeting.
14. Correspondence—no comments.
15. Adjournment—Motion made by Fred Moore to adjourn the meeting at 5:35p.m. Second by Randy Sochor. All in favor.
