Paul Westfall voice his concerns about a neighbor digging up their yard with heavy equipment. He wasn’t sure if they were repairing their septic system. The Supervisors will look into it.

Houston Security was here adjusting the cameras and monitor. He suggested that we install a camera under the pavilion also. That way we can see if anyone damages the pavilion itself.
On November 30, 2022 Blaine Township placed a classified ad in the Observer Reporter for the Reorganization meeting for Tuesday, January 3, 2023 at 5:00 pm followed by the Regular Township Meeting at 6:00 pm and our regular meeting dates and time for 2023.
On November 30, 2022 Blaine Township placed a classified ad in the Observer Reporter that the proposed budget is available for public inspection.

On November 30, 2022 Blaine Township placed a classified ad in the Observer Reporter for advertising for a CPA for the annual audit for 2022.
County of Washington Tax Revenue Department would like us to complete the 2023 Millage Reporting Form by December 31, 2022. This was tabled for December’s meeting.
The last time the millage was increased was December 20, 2016 to 1.3 millage from 1.0 on
October 18, 2010. See packet
Discussion and Motion to raise the millage to 1.4. Megan Patrick was going to check to see if we could raise the millage since the township already past our budget and there is no time to revise the budge.
Greer Industries sent a check for the difference of their stone bid and Hanson’s bid. The check was for $2,587.40
Makel & Associates is requesting to be reappointed as Solicitor for the year 2023.
PSATS membership is due.
Lois Miller is leaving her position of Blaine Township’s Secretary/Treasurer. She will stay until the replacement is found and will train her if needed.
- Old Business
Paperwork was turned into the Redevelopment Authority of the County of Washington on November 23, 2022 for 2023 Community Development Block Grant for the Main Street Extension project.
- Correspondence
Received form from Washington County Tax Claim Bureau to sign approving the 2023 Spring Repository sale. By signing the form you accept and consent to the selling of the provided properties at the given prices. Our township’s parcels are COAL so they are not mapped. Tabled until clarification if they are selling just the Coal rights
Harshman CE Group sent us the Professional Services fees for 2023
- Road Report
Grapple bucket was delivered on November 21, 2022.

In response to the gentleman from the fire department who asked about the turkey shoot, I don’t believe there are any Blaine Ordinances that prevent this from happening; although, these types of activities are regulated by the State. Pursuant to 34 Pa. C.S. 2508, “it is unlawful for any person to discharge a firearm or bow of any description into or upon any of the following areas . . . (3) the lands, water or premises of any park or resort set aside for the use of the public where people may congregate in the open for health, recreation, or pleasure.”
I would advise that unfortunately, a turkey shoot could not occur at the park where it was initially suggested.
